GTZ Promotion of Renewable Energy and Energy Efficiency Programme (GTZ PREEEP)  

The German cooperation is implementing the Promotion of Renewable Energy and Energy Efficiency Programme (PREEEP) in cooperation with the Ministry of Energy and Mineral Development (MEMD) and other partners through its implementing agencies GTZ, KfW, DED and CIM. PREEEP has been launched in June 2008 and is planned to run until May 2017.

The overall objective of the programme is to improve access to modern energy services through renewable energies and to promote energy efficiency in various subsectors. The geographical focus is on Northern Uganda.
PREEEP has the following components:

Financial cooperation:

KfW Entwicklungsbank finances hydropower plants, transmission lines, distribution systems and loss reduction programmes. Feasibility studies are ongoing for the following projects: rehabilitation MHP Maziba, grid extension West Nile, Olewa MHP, Mvepi MHP, transmission line Entebbe-Mutundwe.

 Technical cooperation:

Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) provides policy advice to MEMD and promotes energy efficiency, rural electrification (solar PV, pico and micro hydropower) and improved biomass technologies. GTZ is working in the sector since 1999 (Energy Advisory Project). Skills development:  

The German Development Service (DED) and the Centre for International Migration (CIM) send advisers that are attached to government institutions (incl. district local government), research organizations and private sector companies.
